One mayor, Catherine Moy, of Fairfield, started tracking the buyers on Facebook after a resident told her that a mysterious company was purchasing plots of land all over the county. “It was a bit alarming because there was no transparency,” she said. “And when you’re talking about a military facility, that makes people nervous.”

The mayors of nearby cities and the local sheriff have all been in contact with government officials to learn more about Flannery Associates. They are hoping the company will meet with community members and answer questions about their plans. But if that’s not possible, they are urging the firm to give residents advance notice of any planned development on their land.
